Concurrent Session 20

Methodological Innovations and Practical Considerations Pertaining to the Creation of Risk-Sharing Arrangements for Health Products in Canada

  • Panellists:  Ben Faienza, i3 Innovus; Alain Boisvert, Novartis; David K. Lee, Health Canada

As public payers in Canada struggle with the cost impact associated with the introduction of new health technologies, the creation of risk-sharing agreements between payers and manufacturers has emerged as one potential mechanism with which to manage the uptake of these technologies and prevent the creation of significant barriers to innovations in therapy. There is need for a dialogue that includes viewpoints of researchers, academics, manufacturers, and government decision-makers. Discussants in this panel will address the impact of risk share during all stages of a product’s life cycle — from early development to post-market launch. Topics that will be explored include:

  • principles in the establishment of risk-sharing arrangements within the Canadian health care system
  • the current status of Health Canada’s efforts to bring legislative renewal and modernization to bear on the drug regulatory process
  • the emerging role of risk-sharing agreements between manufacturers and payers in Canada and abroad.

The objective of this panel discussion will be to provide an overview of the current thinking pertaining to the creation of risk-sharing arrangements and also some of the potential future challenges.
