Canadian Expert Drug Advisory Committee (CEDAC)

The Canadian Expert Drug Advisory Committee (CEDAC) is an independent advisory body composed of individuals with expertise in drug therapy and drug evaluation.

As part of the CDR process, CEDAC makes recommendations to each of the participating federal, provincial, and territorial publicly funded drug plans regarding the listings on their formularies. The committee’s approach is evidence-based, and the advice reflects medical and scientific knowledge, and current clinical practice.

CEDAC is appointed by, and reports to, the Board of Directors for the Canadian Agency for Drugs and Technologies in Health (CADTH). Members must abide by the Conflict of Interest Guidelines for the Common Drug Review and the CADTH Code of Conduct. An honorarium is paid to CEDAC members for their preparation and meeting time.
The CDR program provides secretariat support to CEDAC.

Members

Robert Peterson, MD, PhD, MPH
Dr. Peterson is a pediatrician, clinical pharmacologist, and medical toxicologist who is a Clinical Professor in the Department of Pediatrics, University of British Columbia, and Executive Director of the Drug Safety and Effectiveness Network, Canadian Institutes of Health Research. He is Chair of the Regulations Advisory Board of the Centre for Medicines Research International Institute for Regulatory Science. In this capacity, he participates actively in international drug development and regulation review and discussion. He was Director General of the Therapeutic Products Directorate at Health Canada for five years and led many innovations in drug regulatory policy during that time. Dr. Peterson has experience in clinical trials, been director of a research institute, and has participated in numerous international workshops on drug development. He completed a Master of Public Health degree in the area of Health Policy and Health Care Management and has a good appreciation of the evaluation and use of human prescription drugs. Dr. Peterson has been a member of CEDAC since 2005.

Anne Holbrook, MD, PharmD, MSc, FRCPC
Dr. Holbrook is a clinical pharmacologist and internal medicine specialist with expertise in pharmacoepidemiology, clinical trials, and drug policy. She is a Professor and Director, Division of Clinical Pharmacology & Therapeutics, in the Department of Medicine at McMaster University, a Senior Scientist at the Centre for Evaluation of Medicines, and an active medical staff member at both St. Joseph's Healthcare Hamilton and Hamilton Health Sciences. Dr. Holbrook has broad experience and expertise in evidence-based therapeutics research, education, and practice and is frequently asked to manage patients with the most complicated medical histories and drug therapy regimens. She has chaired and held appointments with numerous federal, provincial, and regional committees, including serving as Chair of the federal Expert Advisory Committee on Pharmacovigilance. Dr. Holbrook has been a member of Ontario's Committee to Evaluate Drugs (formerly the Drug Quality and Therapeutics Committee)  since 1997 and has participated on and chaired subcommittees on a variety of drug topics.

G. Michael Allan, MD, CCFP
Dr. Allan is an Associate Professor and Director of Evidence-Based Medicine in the Department of Family Medicine at the University of Alberta. He coordinates and teaches the evidence-based medicine curriculum in the family medicine residency program and the community health course. He is the Medical Director of the Toward Optimized Practice Program, which works to expand the depth and spread of evidence-based practice and quality of primary care in Alberta. In addition, Dr. Allan teaches at conferences, does research in Health Care Economics and Physician Education, and practises family medicine in a multi-disciplinary team setting. He also co-presents a weekly evidence-based educational podcast with the Therapeutics Education Collaboration.

Ken Bassett, MD, PhD
Dr. Ken Bassett is a professor in the departments of Family Practice, Pharmacology and Therapeutics, Health Care and Epidemiology, and Ophthalmology as well as an associate member of the Centre for Health Services and Policy Research at the University of British Columbia (UBC). Dr. Bassett's research interests are in the systematic review of drug therapy and drug funding policy. He is highly experienced and skilled in the critical appraisal of drug therapies and has had considerable experience with practical issues around public plan formularies. Dr. Bassett has chaired and held appointments with numerous federal and provincial or local committees, including serving as Chair of the Drug Assessment Working Group of the UBC Therapeutics Initiative.

Bruce Carleton, BPharm, PharmD
Dr. Carleton is a Professor of Paediatrics and Pharmaceutical Sciences at the University of British Columbia (UBC). He is also the Director of the Pharmaceutical Outcomes Program, Children's and Women's Health Centre of BC, and Senior Clinician Scientist at the Child and Family Research Institute in Vancouver. Dr. Carleton's relevant experience in the area of drug policy implementation and evaluation includes work as a reviewer of clinical and pharmacoeconomic studies of drugs. He is experienced and skilled in the critical appraisal of drug therapies and has had considerable experience with practical issues around public plan formularies. He has served on both provincial and federal committees focused on drug effectiveness, drug safety, and drug policy development.

Douglas (Doug) Coyle, MA, MSc, PhD
Dr. Coyle is a Professor and the Director of Graduate Studies in the Department of Epidemiology and Community Medicine at the University of Ottawa. He is also a Senior Scientist at the Ottawa Hospital Research Institute and a former Research Fellow at the Centre for Health Economics, University of York, England. He has been a member of the Ontario Committee to Evaluate Drugs since 2006 and the Ontario Drugs for Rare Diseases Working Group since 2008.

John Deven
Mr. Deven is a retired high school principal from Ontario. His undergraduate and graduate degrees are in biochemistry, microbiology, and pathology. He has been involved in many committees as chair or vice-chair, including the Hamilton-Wentworth Community Policing Committee, the Teachers’ Credit Union Board of Directors, the Hamilton-Wentworth Lung Association, many education-related committees, and leadership development programs. Mr. Deven was awarded the Mayor’s Award for Multiculturalism and Anti-Racism from the City of Hamilton, the Ontario Teachers’ Excellence in Education Award, and the Royal Canadian Legion’s Community Involvement Award.

Alan Forster , MD, FRCPC, MSc
Dr. Forster is a general internist and Scientific Director of Clinical, Quality, and Performance Management at the Ottawa Hospital. In these capacities, he leads in the development of innovative solutions to address health care quality problems. He is an Associate Professor of Medicine at the University of Ottawa and Scientist in the Clinical Epidemiology Program at the Ottawa Health Research Institute, where his research focuses on patient safety and quality improvement. He has been the recipient of several prestigious awards recognizing his work within the field of health services research. He has performed seminal work evaluating the incidence of adverse events following discharge from hospital. This work has lead to the development of strategies to improve care during the transition home from hospital. He is also leading in the development of a hospital data warehouse, which will serve as a supporting infrastructure for a research program in patient safety and quality of care. In addition to his significant contributions to a quality and safety program at the Ottawa Hospital, he provides ongoing scientific advice regarding quality of care to provincial and national organizations, such as the Ontario Health Quality Council.

Laurie Mallery, MD, FRCPC
Dr. Mallery is the Head of the Division of Geriatric Medicine at Dalhousie University and the Director of the Centre for Health Care of the Elderly at the Queen Elizabeth II Health Sciences Centre in Halifax, Nova Scotia. She is a Geriatrician and internist who is committed to evidence-based decision-making, with experience in drug evaluation. She was a member of the Nova Scotia Formulary Management Committee since 1993 and served as Chair since 2000. She chaired the Atlantic Common Drug Review Expert Advisory Committee since it was established in 2002 until 2009.

Brad Neubauer
Mr. Neubauer, a rancher and businessman in Irvine, Alberta, holds a Bachelor of Arts degree in Political Science and Philosophy. He has been actively involved as a member of the public in health care and has served as a member of local and provincial bioethics and research ethics committees. Mr. Neubauer has also volunteered his time and efforts in support of the local theatre community in Medicine Hat.

Lindsay Nicolle, MD, FRCPC
Dr. Nicolle is Professor of Internal Medicine and Medical Microbiology at the University of Manitoba and Consultant in Adult Infectious Diseases at the Health Sciences Centre and Winnipeg Regional Health Authority. She was Chair of the Department of Internal Medicine at the University of Manitoba from 1996 to 2001 where she has also previously served as a member and Chair of the Antimicrobial Review and Pharmacy and Therapeutics committees. During a sabbatical at the World Health Organization in 2001, Dr. Nicolle participated in the development of the Global Strategy for Antimicrobial Resistance.

Yvonne Shevchuk , B.S.P., Pharm D
Dr. Shevchuk is a Professor in the College of Pharmacy and Nutrition at the University of Saskatchewan where her areas of teaching focus in infectious diseases and research methods/evidence-based pharmacotherapy and drug information. Dr. Shevchuk is a long-time member of the Infectious Diseases Service at the Royal University Hospital and is involved in direct patient care. She has extensive committee experience, serving on both the Saskatchewan Formulary Committee and the Drug Quality Assessment Committee since 1991 and on the newly formed Drug Advisory Committee of Saskatchewan (DACS) since January 2010. In addition, Dr. Shevchuk is on the Board of the Saskatchewan Health Quality Council and the Advisory Board of RxFiles and is Director of the Saskatchewan Drug Information Service.
