Marcel Saulnier, Associate ADM, Strategic Policy Branch

Marcel Saulnier is Associate Assistant Deputy Minister of the Strategic Policy Branch at Health Canada where he is currently responsible for health care policy and overseeing work on digital tools and virtual care in support of the federal response to COVID-19. He has held other senior positions at Health Canada, including Director General of Health Care Strategies, and Director General of Policy Coordination and Planning. Before the COVID-19 crisis, he played a lead role in negotiating a suite of bilateral health agreements with the provinces and territories, and in supporting the work of the Advisory Council on the Implementation of National Pharmacare and the federal Advisory Panel on Healthcare Innovation. Marcel's career has included policy leadership positions at the Canadian Medical Association, the Prime Minister's Office, Finance Canada, the National Forum on Health, and Health and Welfare Canada. Marcel has a master's degree in economics from the Université de Montréal, and a bachelor’s degree in economics from the University of Ottawa.
